Microsoft Corporation has an immediate opening for a Law Enforcement Program Manager to join its Law Enforcement and National Security (LENS) team. The successful candidate will be highly organized, motivated, and comfortable working both independently and as part of a global team. Once training has been fully completed, a new Program Manager may work remotely up to 20% of the time in our hybrid environment.
Organization
LENS is part of the Microsoft Global Affairs organization within Corporate, External and Legal Affairs (CELA). As part of Microsoft Global Affairs, the LENS team is responsible for balancing public safety and global trust in Microsoft through principled advocacy and compliance with government demands for data that respect the rule of law and our customers’ privacy. LENS provides this support for Microsoft’s online services such as Outlook.com, OneDrive, Xbox Live, Skype, M365 and Azure.
Within the global LENS team, program managers analyze, plan, and deploy process and programmatic changes to enable Microsoft to respond to criminal and civil legal demands in compliance with Microsoft’s lawful access policies, customer commitments, and applicable laws. Program managers are responsible for working cross-functionally, to define and track success criteria that leads to a combination of speed, accuracy and minimized effort in LENS Operations. This requires a keen eye for detail, superior judgement, and effective multi-tasking abilities.
Additionally, the LENS Program Managers drive continuous improvement of business processes. They demonstrate an understanding of how systems work and impact one another and work with and leverages other teams, such as Policy and Engineering, to ensure processes are rigorous and executed efficiently
Responsibilities
- Collects and evaluates success criteria and performance metrics (e.g., Objectives and Key Results [OKRs] and Key Performance Indicators [KPIs]), such as time to resolve, cycle time, cost and customer feedback, and uses scorecards and dashboards to monitor complex programs and ensure all activities align with business and program objectives. Uses data analytics to derive insights that help identify current and future program risks and mitigation plans, as well as opportunities to streamline and optimize programs based on lessons learned.
- Uses leadership's guidance to develop and implement plans that align with new organizational goals, influencing others to adjust their behavior. Defines vision and strategy for change, broad and specific impact, and the flow of communication to the organization. Ensures buy in and adoption of the new program or change by others in the organization.
- Develops the collateral, such are business requirement documents, project plans, test scripts, and training materials required to enable key stakeholders and others to quick adopt and utilize changes.
- Improving operational efficiencies by contributing to policies and procedures, and by providing feedback to engineering teams responsible for LENS-specific tools.
Qualifications
- Bachelor's Degree in Business, Operations, Finance, or related field AND 4+ years experience in program management, process management, or process improvement OR equivalent experience.
- Master's Degree in Business, Operations, Finance, or related field AND 6+ years experience in program management, process management, or process improvement
- OR Bachelor's Degree in Business, Operations, Finance, or related field AND 8+ years experience in program management, process management, or process improvement
- OR equivalent experience.
- Advanced analytical, research and writing capabilities; superior communication, negotiation, and interpersonal skills
- Ability to work independently, pragmatically, proactively, and efficiently on a wide variety of tasks in a fast-paced environment
- Proficient in using Microsoft Office products and competent at finding solutions to routine technical issues
- Detail-oriented, well-organized, proactive solution-based problem solving skills
- Capable of accommodating fluctuations in work demands
- Ability to understand a variety of technologies, business interests, and political and regulatory goals
- Able to work with cross-functional stakeholders (e.g., Operations Program Management, Attorneys and Engineering) to execute and improve fulfillment execution.
- Prior experience handling law enforcement, privacy, security, or incident response requests either in the government, telecommunications, or the technology industry, highly desired but not required.
- Experience with the operation and monitoring of corporate compliance programs, and/or business process management desired.
- Prior experience with privacy laws, digital safety, data retention laws, and/or surveillance laws highly desired but not required.
- Flexibility with multi-tasking functions in a dynamic environment and the ability to prioritize concurrent high-profile issues
- Familiarity with the technology industry and the impact of social media is highly desirable
Business Program Management IC4 - The typical base pay range for this role across the U.S. is USD $96,500 - $188,400 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $123,500 - $206,400 per year.
