Within EngOps, the PRIMO team builds and runs the products and platforms that make it possible to intelligently operate the Azure and the Microsoft cloud. We lead with AI Agentic to build the Azure supportability and incident and outage management systems for all Microsoft clouds. We provide the data and intelligence that engineering operations function on. PRIMO is focused on six investments areas to drive Eng Ops for customer resiliency, platform resiliency, supportability, incident and outage management, crisis and communications, and data and insights.

The PRIMO team has grown and evolved, and we are looking for a technical program manager that will define and lead our governance and strategic operations for PRIMO’s cross-functional execution, and to serve as a strategic thought leader for the PRIMO LT.

The candidate should have a proven track record and skills in strategy, business operations, change management and stakeholder management. They should be able to lead discussions and reviews as well as drive accountability on execution. The candidate will serve as a high-level important contributor as we define and execute the path forward and as we execute with rigor on our path to engineering and operational excellence.



Responsibilities
  • Identifies complex opportunities and gaps within a product engineering operations or multiple functional areas. May lead internal customer or stakeholder engagements to solicit feedback and understand their experiences to define and drive the operational strategy.

  • Define and drive decision making, cadence, and governance for high-impact and high-stake forums.

  • Define and drive the structure for robust deliberation and decision-making on technical and business strategy. Unify the LT around shared objectives.

  • Coordinate cross-functional execution of key priorities, partnering with teams to remove blockers, escalate risks, and keep initiatives on schedule.

  • Define and drive strategy and execution of all product and engineering centered communications. Utilize communication as a critical vehicle to drive clarity and alignment of the technical strategy.

  • Lead strategic priorities, drive awareness and adoption of operational best practices and drive Microsoft-wide innovation on PRIMO platforms.

  • Design and deliver high-impact projects to meet the changing needs of the business environment. Lead large complex programs and initiatives that require cross-functional, strategic planning, and stakeholder engagement.

  • Serve as a strategic thought leader to the PRIMO LT and technical and business leaders. Serve as a trusted advisor to the CVP. Act as a liaison between the leader and key stakeholders, and act on behalf of the leader, to communicate their vision and objectives.



Qualifications

Required Qualifications:

  • Bachelor's Degree AND 4+ years’ experience in engineering, product/technical program management, data analysis, or product development OR equivalent experience.

Preferred Qualifications:

  • Bachelor's Degree AND 8+ years’ experience engineering, product/technical program management, data analysis, or product development OR equivalent experience.

  • 6+ years of experience managing cross-functional and/or cross-team projects.

  • 1+ year(s) of experience reading and/or writing code (e.g., sample documentation, product demos).

Technical Program Management IC4 - The typical base pay range for this role across the U.S. is USD $119,800 - $234,700 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $158,400 - $258,000 per year.
