Microsoft’s Cloud Operations and Innovation (CO+I) team powers one of the largest and most advanced global datacenter infrastructures in the world—delivering secure, compliant, cost-effective, and highly available cloud services that our customers rely on. As we scale to meet evolving business and customer demands, we are seeking a strategic and results-driven PMO Leader - Cloud Infrastructure and Acquisition to lead transformative change across our global infrastructure.

Within CO+I, the Lease and Land (L&L) team ensures timely and cost-effective delivery of datacenter capacity by securing land and lease options for new campuses. Balancing owned builds with leased capacity, we enable growth to meet evolving customer needs. Our core responsibilities span site selection, land acquisition, land development, community engagement, lease negotiations and delivery. Through strategic partnerships, operational excellence, and global portfolio management, we provide the foundation for Microsoft’s infrastructure expansion.

In this pivotal role, you will guide a team responsible for designing and executing enterprise-level business architecture and strategic initiatives that drive operational excellence and accelerate our journey toward the future state. You’ll partner with business and engineering leaders to lead multiple large-scale programs, balancing technical depth with business acumen. Qualifications

Required/Minimum Qualifications:

  • Bachelor’s degree in engineering, supply chain, business management or related field AND 6+ years of experience in technical program/product management
    • OR equivalent experience.
  • 1+ years people management experience.
  • 3+ years of experience managing cross-functional and/or cross-team projects.

Other Requirements:

  • Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings:
    • Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.

Preferred Qualifications:

  • 10+ years of experience managing cross-functional and/or cross-team projects
  • 7+ years of people management experience
  • High proficiency in verbal and written communication, ability to interact with both technical & business subject matter experts across multiple organizational levels
  • Proven experience in statistical analysis and ability to apply Lean Six Sigma principles to reduce defects, eliminate waste, and improve process efficiency.
  • Experience facilitating Kaizen events or workshops to drive rapid, focused improvements in operational processes
  • Previous experience in cloud infrastructure management

Technical Program Management M5 - The typical base pay range for this role across the U.S. is USD $139,900 - $274,800 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $188,000 - $304,200 per year.

Responsibilities

  • Strategic Program Planning & Capability Development
    • Lead the development and execution of strategic program plans that align with organizational objectives and drive measurable outcomes.
    • Assess organizational maturity across people, processes, and technology to identify capability gaps and prioritize investments that enable successful program delivery.
    • Build and maintain a comprehensive roadmap of strategic initiatives, ensuring alignment with OKRs and long-term business goals.
  • Program Delivery & Governance
    • Lead a team of program managers to execute strategic initiatives with precision, agility, and measurable impact.
    • Establish repeatable and efficient frameworks for evaluating operating and business models to support transformation efforts.
    • Ensure all programs and projects align with the defined business architecture and contribute to strategic goals.
  • Investment & Value Realization
    • Champion business case development to support funding and approval processes for strategic programs.
    • Rationalize investments across technology, data, and resources to ensure alignment with business objectives and ROI.
    • Define and track Business Value Delivery metrics to measure progress and drive continuous improvement.
  • Stakeholder Engagement & Change Leadership
    • Act as a trusted advisor to CO+I functional leaders, providing strategic guidance and fostering cross-functional collaboration.
    • Lead change management efforts to ensure high user adoption and realization of business value from transformation initiatives.
  • Operational Excellence & Innovation
    • Promote a culture of customer-centricity, innovation, agility, and collaboration within the PMO and across the organization.
    • Drive consistency and standards across business and digital domains to support strategic vision.
  • People Management
