Overview
Microsoft Cloud Operations and Innovation (CO&I) is the team behind the cloud. Within CO&I, the Datacenter Capacity Delivery (DCD) team is responsible for delivering core datacenter infrastructure for Microsoft’s cloud business. Within DCD, the Commissioning (Cx) department is critical to the validation of the reliability and resiliency of new datacenters. The MS portfolio consists of complex, multi-disciplinary, large scale, multi-year datacenter construction and lease projects. We are looking for a passionate, high-energy individual to help build the cloud datacenters that power the world’s largest online services.
As we continue expanding into existing and new geographies globally, we are seeking an individual with the ability to manage and drive consistency with new design technology and technical execution processes for the Commissioning department.
The Global Commissioning Technical Program Lead will be responsible for developing new testing strategies for design improvements, enhancing existing testing approaches, and providing training to stakeholders to ensure consistency in the Cx Global program. This includes developing and improving standard testing scripts, integrating them with internal Cx management tools, and providing inputs for testing Cx software. This individual will be a datacenter technical testing expert within the organization, capable of making high-velocity decisions for the Cx program and will report to the Global Sr. Director of Commissioning. The role involves evaluating all design and specification changes, defining their impact on the Cx program, overseeing the implementation of testing improvements globally, and establishing a feedback mechanism from the Cx field team to other stakeholders within CO+I.

Qualifications
Required/Minimum Qualifications
- Bachelor's Degree in Mechanical Engineering, Materials Engineering, Reliability Engineering, Electrical Engineering, or related field AND 8+ years technical engineering experience
- OR Master's Degree in Mechanical Engineering, Materials Engineering, Reliability Engineering, Electrical Engineering, or related field AND 7+ years technical engineering experience
- OR Doctorate Degree in Mechanical Engineering, Materials Engineering, Reliability Engineering, Electrical Engineering, or related field AND 5+ years technical engineering experience.
Other Requirements:
- Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include but are not limited to the following specialized security screenings: Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.
Preferred/Additional Qualifications
- In depth large construction projects execution experience.
- Strong knowledge of industry standards. (NETA, ASHRAE, NFPA 70E) .
- Client or Contractor side onsite mission critical project management experience.
- Experience managing large scale enterprise projects with both localized and virtual teams.
- Cross-group collaborator and influencer across teams and organizations with proven success in participating in cross-functional teams to deliver on key projects.
- Experience automating processes and developing reporting for critical business metrics.
- Program management experience.
- Demonstrated ability to collaborate with peers to provide consistency and clarity in expectations for project delivery across AMER and all Regions Globally – Safety, Quality, Schedule and Cost Predictability.
- Ability to develop training modules for new processes.
- Demonstrated ability to create and maintain Sharepoint (or equivalent) sites/platforms.
Reliability Engineering IC5 - The typical base pay range for this role across the U.S. is USD $137,600 - $267,000 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $180,400 - $294,000 per year.

Responsibilities
Business Processes
- Performing technical reviews of all new datacenter designs and managing the development, validation and implementation of all new or modified test scripts.
- Quantifying duration, resourcing and Cx test equipment requirements for each design type in the datacenter portfolio.
- Working closely with the Cx testing and automation team and the field based Cx Managers to drive the most efficient testing approaches and Cx software capabilities.
- Leveraging industry best practices and equipment performance data to improve testing requirements with Engineering and the Cx team.
- Monitoring delivery performance of new designs and developing plans to improve in line with strategic objectives.
Communications
- Developing and maintaining design and equipment specific training modules for the Cx team.
- Piloting new processes and testing approaches and scaling program improvements globally with regional Cx leaders.
- Working with Regional Cx leaders to standardize processes and identify specific areas for audit and compliance with global expectations.
- Working closely with the Global Cx Portfolio Director to support the development of a solid backward pass commissioning schedule. This includes an understanding of testing power requirements, commissioning process and test execution durations to ensure effective mobilization timeline and final integrated system testing (IST) delivery.
Strategy Development
- Assessing and minimizing risks to the business through Global Commissioning delivery execution strategy decisions in close collaboration with other DCD and EPC functions.
- Driving health and safety across the organization as a core value.
- Empowering the DCD Cx team for successful change management with the leadership and resources they need to successfully complete delivery initiatives.
