Overview

Microsoft Cloud Operations and Innovation (CO&I) is the team behind the cloud. Within CO&I, the Datacenter Capacity Delivery (DCD) team is responsible for delivering core datacenter infrastructure for Microsoft’s cloud business. Within DCD, the Commissioning (Cx) department is critical to the validation of the reliability and resiliency of new datacenters. The MS portfolio consists of complex, multi-disciplinary, large scale, multi-year datacenter construction and lease projects. We are looking for a passionate, high-energy individual to help build the cloud datacenters that power the world’s largest online services.

As we continue expanding into existing and new geographies globally, we are seeking an individual with the ability to manage and drive consistency on the portfolio of projects for the Commissioning department.

The Commissioning Portfolio Manager will direct and oversee the consistency and program scaling of the Global DCD Cx program in alignment with the DCD objectives. This includes planning and overseeing commissioning execution, safety, policies, rules, and goals. The Cx Portfolio Director will serve as the DCD Cx second in command, reporting to the Global Sr. Director of Commissioning. This role will primarily focus on operationalizing the defined strategy.

The Commissioning Portfolio Manager will support the Cx Global leaders by enhancing leadership across the region and providing greater bandwidth for standardization and troubleshooting. This role will be responsible for most operational functions, including health and safety, capacity delivery, cost oversight, and accountability for all Cx program delivery scopes.

The Commissioning Portfolio Manager will collaborate closely with other organizational leaders to foster innovation, promote cross-functional learning, and drive global enhancements in the Cx program.

Qualifications

Required/Minimum Qualifications

  • 12+ years relevant technical engineering experience
    • OR Bachelor's Degree in Mechanical Engineering, Materials Engineering, Reliability Engineering, Electrical Engineering, or related field AND 5+ years technical engineering experience
    • OR Master's Degree in Mechanical Engineering, Materials Engineering, Reliability Engineering, Electrical Engineering, or related field AND 4+ years technical engineering experience
    • OR Doctorate Degree in Mechanical Engineering, Materials Engineering, Reliability Engineering, Electrical Engineering, or related field AND 2+ years technical engineering experience.

Other Requirements:

  • Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include but are not limited to the following specialized security screenings: Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.

Preferred/Additional Qualifications

  • In depth large construction projects execution experience.
  • Strong knowledge of industry standards. (NETA, ASHRAE, NFPA 70E) .
  • Client or Contractor side onsite mission critical project management experience.
  • Experience managing large scale enterprise projects with both localized and virtual teams.
  • Cross-group collaborator and influencer across teams and organizations with proven success in participating in cross-functional teams to deliver on key projects.
  • Experience automating processes and developing reporting for critical business metrics.
  • Program management experience.
  • Demonstrated ability to collaborate with peers to provide consistency and clarity in expectations for project delivery across AMER and all Regions Globally – Safety, Quality, Schedule and Cost Predictability.
  • Ability to develop training modules for new processes.
  • Demonstrated ability to create and maintain Sharepoint (or equivalent) sites/platforms.

Reliability Engineering IC4 - The typical base pay range for this role across the U.S. is USD $117,200 - $229,200 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $153,600 - $250,200 per year.

Responsibilities

Operational Leadership

  • Assessing and supporting the work of the regional teams with respect to project delivery under the 5 main pillars of Safety, Quality, Schedule Performance, Cost Management and Environmental/Community engagement, targeting consistency across the region. Implement actions to improve/recover in strict coordination with the Regional Cx Leaders.
  • Assessing and tracking the performance of the regional Cx teams and supporting the team in successfully reaching its goals.
  • Developing standard processes, identifying areas of automation and driving program efficiencies that allow for improved commissioning timelines and predictable delivery dates.

Cost Management

  • Reviewing overall commissioning cost management to ensure projects are performing as expected and that forecasts are accurate for additional funding requests.
  • Work in partnership with regional supply chain to onboard new Commissioning vendors, support vendor business reviews and vendor forecasting.
  • Working with the cost and estimating teams to develop budgets to ensure that the projects have all the resources required to meet their objectives within agreed financial parameters.

Communications

  • Working closely with the regional scheduling leads and functional team to support the development of a solid backward pass commissioning schedule. This includes an understanding of testing power requirements, commissioning process and test execution durations to ensure effective mobilization timeline and final integrated system testing (IST) delivery.
  • Leading and motivating staff to achieve organizational objectives.

Execution of Strategy

  • Assessing and minimizing risks to the business through Global Commissioning delivery execution strategy decisions in close collaboration with other DCD and EPC functions
  • Monitoring delivery performance and developing plans to improve in line with strategic objectives.
  • Driving health and safety across the organization as a core value.
  • Empowering the DCD Cx team for successful change management with the leadership and resources they need to successfully complete delivery initiatives.

In addition, the Cx Portfolio Director will assist the Global Commissioning Leaders in:

  • The development of short and long-term execution strategies, ensuring alignment with short-term and long-term objectives.
  • Will work with Regional & Sub-regional leaders to support with reporting such as Monthly Business Reviews (MBR), Rythm of Business (RoB), Fundamentals and Objectives and Key Results (OKRs).
  • Expected to generate and drive strategies and initiatives for improved delivery excellence and high predictability.
  • Monitoring the overall DCD Cx performance with the Global EPC organization and how the teams work together to achieve overall goals.
  • Promoting a positive culture in the DCD team developing and upholding the culture and mission/vision.
  • Building and maintaining trusting relationships with key stakeholders.
